Seeking to vary the composition in his various portraits of governors of the bank, in this painting of Luis María de la Torre, Manuel Ojeda y Siles replaces the usual desk by a high console table, on which the governor rests his arm at elbow height, in a pose that is both relaxed and elegant. The relaxed atmosphere is heightened by the fact that he is not dressed in his official regalia, though he is shown wearing the insignias of the various honours bestowed on him during his highly successful career in office.

Luis María de la Torre y de la Hoz held an undergraduate degree and a PhD in Law from the Central University of Madrid, and was elected as a member of parliament in the 1853, 1858, 1864 and 1865 legislatures. He retired from active politics following the Revolution of 1868 but returned after the Restoration. He was again elected to parliament in the elections of 1876, representing the Conservative Party. He was one of the Committee of Experts charged with drawing up a new constitution. In 1877 King Alfonso XII awarded him the title of Count of Torreánaz. In that same year he was made a lifetime member of the Senate by Cánovas del Castillo. He was Governor of the Banco de España from March to October 1899, after serving on the bank's board from 1876 to 1880. He stepped down from the governorship to take up the post of Minister for Grace and Justice, which he held from October 1899 until his resignation in April 1890.
He was a member of the Royal Academy of Jurisprudence and Legislation and of the Royal Academy of Moral and Political Science.
